Pre-constructon notice for reconstruction of Twenty Mile Road (Regional Road 69) in Lincoln and West Lincoln

Niagara Region will be reconstructing Twenty Mile Road (Regional Road 69) between Rosedene Road and Victoria Avenue (Regional Road 24) in the Town of Lincoln and Township of West Lincoln under Contract No. 2025-T-32.

This contract will be carried out on behalf of Niagara Region by GIP Paving Inc. Construction and is tentatively scheduled to begin in the coming weeks. Construction is expected to be complete by the end of October 2025, weather permitting.

For project updates, road closures and related detour routes, visit the reconstruction of Twenty Mile Road project page.

Please follow Municipal511.ca for real-time information on Niagara Region road closures and construction updates. Municipal 511 shares road information that is connected directly to Google Maps and Waze and helps Niagara Region, local area municipalities and the Ministry of Transportation to better coordinate local construction projects to minimize traffic disruption.

Every effort will be made to maintain access to nearby properties and to minimize inconvenience to businesses, residents and pedestrians. Niagara Region’s construction inspector will be Pam Goobie. She can be contacted at 905-327-3811 for information or to identify concerns.

Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice should this occur. Staff from Niagara Region or Region appointed staff will contact you to discuss details of your driveway entrance.

To protect construction workers and complete the work safely and cost effectively, single lane closures may be required for the duration of the project and traffic may be unavoidably congested at times. Although the contractor must provide safe pedestrian access at all times, care is requested when walking through the construction zone.

Landscaping and irrigation

The Region’s construction inspector will advise you at the beginning of the project if any landscaping items, such as trees, shrubs, hedges, fences, planters, statues, irrigation systems, etc., that are located on Region property, are in conflict with the proposed works.

Property owners should remove and/or relocate these items before construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction.

If you have an irrigation system on the Region’s property, you must spray paint, white paint only, or stake out the location of your irrigation system within six metres of the roadway.

Only irrigation systems, which have been correctly located by the property owner and are damaged by the contractor, will be repaired. The property owner will be responsible for repairs to any irrigation system on the Region’s property that is damaged which has not been previously located by the owner.

Inspection

Before construction, a representative from the Contractor’s Inspection Firm: dBA Services will contact you to arrange for an inspection of the interior and exterior of your house or building.

The purpose of this inspection is to determine and document the extent of any cracking or other damage that exists before the beginning of construction. This information can then be used to determine the extent of the contractor's responsibility in the unlikely event that damage to your house or building occurs during construction.

The representative will have identification for your review. It is to the property owner’s advantage to allow them to complete the inspection and document the condition of your property.

Should you have any questions or encounter any problems during the work, please feel free to approach our construction inspector, Pam, on site or by phone at 905-327-3811. You may also contact one of the following individuals:
