Pre-construction notice for King Street (Regional Road 81) from Greenlane to Lincoln Avenue reconstruction in Lincoln

Niagara Region will be reconstructing King Street (Regional Road 81) from Greenlane to Lincoln Avenue in Lincoln under contract 2024-T-100. The existing Town of Lincoln sanitary sewer and laterals from Lincoln Avenue to Hillview Drive will also be replaced under this contract.

This contract will be carried out on behalf of Niagara Region by Walker Construction Ltd. Construction is tentatively scheduled to begin in the spring of 2026 and is expected to be completed in the spring of 2027, weather permitting.

Follow Municipal511.ca for real-time information on Niagara Region road closures and construction updates. Municipal 511 shares road information that is connected directly to Google Maps and Waze and helps Niagara Region, local area municipalities and the Ministry of Transportation better coordinate local construction projects to minimize traffic disruption.

Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. The Region’s construction inspector will be Joe Kantor, cell phone 289-407-0581. Joe can be contacted for information or to identify concerns.

Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice should this occur. Staff from Niagara Region or Region appointed staff will be contacting you to discuss details of your driveway entrance.

To protect construction workers and complete the work safely and cost effectively, single lane closures may be needed during the project and traffic may be congested at times. Although the contractor must provide safe pedestrian access at all times, care is requested when walking through the construction zone.

The Region’s construction inspector will advise you at the beginning of the project if any landscaping items, such as trees, shrubs, hedges, fences, planters, statues, irrigation systems, etc., that are located on Region property, are in conflict with the proposed works. Property owners should remove and / or relocate these items before construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction.

If you have an irrigation system on the Region’s property, you must spray paint using white paint only or stake out the location of your irrigation system within six metres of the roadway. Only irrigation systems that have been correctly located by the property owner and are damaged by the contractor will be repaired. The property owner will be responsible for repairs to any irrigation system on the Region’s property that is damaged which has not been previously located by the owner.

Before construction, a representative from the contractor’s inspection firm, OZA Inspections Ltd., will contact you to arrange for an inspection of the interior and exterior of your house or building. The purpose of this inspection is to determine and document the extent of any cracking or other damage that exists before the start of construction. This information can then be used to determine the extent of the contractor's responsibility in the unlikely event that damage to your house or building happens during construction.

The representative will have identification for your review. It is to the property owner’s advantage to allow them to complete the inspection and document the condition of your property.
