Pre-construction notice for Regional Road 20 reconstruction in West Lincoln
Niagara Region will be reconstructing Regional Road 20 from South Grimsby Road 5 to Wade Road along with infrastructure improvements on Wade Road from Regional Road 20 to the south limit in West Lincoln under contract 2025-T-45.
This contract will be carried out on behalf of Niagara Region by Baiocco Construction Corp. Construction is tentatively scheduled to begin in the coming weeks. Construction is anticipated to be completed by July 3, 2026, weather permitting.

Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice should this occur. Staff from Niagara Region or Region appointed staff will be contacting you to discuss details of your driveway entrance.
To protect construction workers and complete the work safely and cost effectively, single lane closures may be required for the duration of the project and traffic may be unavoidably congested at times. To help minimize the impact to businesses and traffic, some portions of the planned work have been scheduled to be completed during off-peak hours. Although the contractor is required to provide safe pedestrian access at all times, care is requested when walking through the construction zone.
The Region’s construction inspector will advise you at the beginning of the project if any landscaping items, such as trees, shrubs, hedges, fences, planters, statues, irrigation systems, etc., that are located on Region property, are in conflict with the proposed works. Property owners should remove and / or relocate these items before construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction.
If you have an irrigation system on the Region’s property, you must spray paint, white paint only, or stake out the location of your irrigation system within six metres of the roadway. Only irrigation systems, which have been correctly located by the property owner and are damaged by the contractor, will be repaired. The property owner will be responsible for repairs to any irrigation system on the Region’s property that is damaged which has not been previously located by the owner.
Before construction, a representative from the contractor’s inspection firm: Wristen’s Home Specialties Inc. will contact you to arrange for an inspection of the interior and exterior of your house or building. The purpose of this inspection is to determine and document the extent of any cracking or other damage that exists before the start of construction. This information can then be used to determine the extent of the contractor's responsibility in the unlikely event that damage to your house or building occurs during construction.
The representative will have identification for your review. It is to the property owner’s advantage to allow them to complete the inspection and document the condition of your property.
