Notice of Study Commencement - Reconstruction of St. David's Road

​Reconstruction of St. David's Road between Highway 406 ramp and Regional Road 56 (Collier Road / Burleigh Hill Drive) in the City of Thorold and City of St. Catharines

The Study

Niagara Region has initiated a Municipal Class Environmental Assessment Study for St. David's Road corridor between the Highway 406 Ramp and Collier Rd. / Burleigh Hill Dr. (Regional Road 56) in Thorold and St. Catharines.

The study is being undertaken to address existing road conditions and intersection safety, and to implement active transportation facilities that will tie in with the active transportation facilities being developed on the Highway 406 / Highway 58 overpass structure by the Ministry of Transportation.

The Process

This study will follow the Schedule 'B' process of the Municipal Engineers Association Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 & 2015).

This Class Environmental Assessment study will:

  • Identify the problems and / or opportunities associated with St. David's Rd.
  • Evaluate alternative solutions
  • Select a preferred solution with consideration for natural, social and economic factors

Consultation with interested stakeholders (public and agencies) is a key component of this study. Two Public Information Centres will be held to present and review the study with the public, and discuss issues related to the project. Details will be advertised closer to the consultation dates.
