Pre-construction notice for Ontario Street (Regional Road 42) road reconstruction

Niagara Region will be reconstructing Ontario Street (Regional Road 42) between Linwell Road and Lakeport Road in St. Catharines under 2023-T-09.

This contract will be carried out on behalf of Niagara Region by Rankin Construction. Construction is tentatively scheduled to start in early-mid October 2023. Construction is planned to be completed by the end of July 2025, weather permitting.

Residents can visit the Ontario Street Reconstruction project page for upcoming project updates, road closures and related detour routes.

Road closure information

For road closure information, visit road closures in Niagara or Municipal511.ca for real-time information on closures and construction updates. Municipal511 shares road information that connects to Google Maps and Waze. It helps Niagara Region, local municipalities and the Ministry of Transportation better coordinate local construction projects to minimize traffic disruption.

Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. The Region’s construction inspector will be Tariq Alhayek, cell phone 613-252-4029. Tariq can be contacted for information or to identify concerns.

Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice if this is the case. Staff from Niagara Region or Region appointed staff will be contacting you to discuss details of your driveway entrance.

Safety

To protect construction workers and complete the work safely and cost effectively, single lane closures may be required for the duration of the project and traffic may be unavoidably congested at times. Although the contractor must provide safe pedestrian access at all times, care is requested when walking through the construction zone.

Landscaping and irrigation

The Region’s construction inspector will advise you at the beginning of the project if any landscaping items, such as trees, shrubs, hedges, fences, planters, statues, irrigation systems, etc. that are located on Region property, are in conflict with the proposed works. Property owners should remove and / or relocate these items before construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction.

If you have an irrigation system on the Region’s property, you must spray paint, white paint only, or stake out the location of your irrigation system within six metres of the roadway. Only irrigation systems, which have been correctly located by the property owner and are damaged by the contractor, will be repaired. The property owner will be responsible for repairs to any irrigation system on the Region’s property that is damaged which has not been previously located by the owner.
