About the project

Niagara is expected to see significant residential and employment growth by 2051. We need to plan now to make sure we have the water and wastewater infrastructure up to capacity to support this growth. This includes:

  • Watermains
  • Sewers
  • Pumping stations
  • Treatment plants

In 2021, Niagara Region created a long-term plan to make sure our water and wastewater systems can keep up with region-wide needs until 2051.

This strategic study will build on the 2021 Water and Wastewater Master Servicing Plan. It will also look at the most recent information and priorities to make sure we can support present and future water and wastewater needs.

Related strategic studies

  • Fort Erie Long-Term Wastewater Servicing Strategy

    Niagara Region is leading the Fort Erie Long-Term Wastewater Servicing Strategy following Phases 1 and 2 of the Municipal Class Environmental Assessment process. The project will review the existing wastewater system and future population growth scenarios. It will develop collection system and treatment options for the Fort Erie area.

  • Transportation Master Plan

    Niagara Region is developing the Transportation Master Plan following Phases 1 and 2 of the Municipal Class Environmental Assessment process. The study will review existing transportation infrastructure and the forecasted population growth into 2051. It will help plan for future transportation needs, including pedestrian networks, cycling facilities, conventional transit and the integrated network of roads and highways.

  • Development Charges Background Study

    The Development Charges Background Study will review growth forecasts, assess servicing standards to accommodate growth, analyze capital costs and provide new calculations for development charges. The study has not started yet. More information will be provided once it begins.

Q1 to q4 2025 - completed
Stage 1: Assess existing water and wastewater infrastructure.
Collect data and review background information and existing infrastructure. Complete a data gap analysis, prepare Technical Memos 1 to 4 and the Stage 1 Summary Report.

Q4 2025 - completed
Stage 2: Baseline modelling, model calibration and validation.
Develop baseline models and update water and wastewater models. Calibrate models. Hold a modelling workshop with local municipality Public Works officials. Complete the Stage 2 Summary Report.

Q1 to Q2 2026
Stage 3: Develop alternatives and evaluation.
Evaluate alternatives and servicing strategies and create an evaluation matrix. Review growth scenarios and complete the Stage 3 Summary Report.

Q3 2026
Stage 4: Develop preferred solutions, design concepts and program costing.
Conduct financial analysis of solutions and designs. Prepare the Master Plan Implementation Plan and carry out public consultation. Develop presentations for Public Works Council and Council submissions. Complete the Stage 4 Summary Report.

Q4 2026
Stage 5: Project documentation, filing and completion.
Finalize recommendations and the report. Carry out public consultation and complete the project.
