About the project

The DeCew Water Treatment Plant, located at 2700 DeCew Rd. in St. Catharines, is the largest water treatment plant in Niagara with a rated production capacity of 227 million litres per day. The plant supplies potable water to St. Catharines, Thorold, Niagara-on-the-Lake and Beamsville.

The DeCew Water Treatment Plant is a conventional water treatment plant. Its process includes pre-treatment, screening, disinfection, gravity filtration, waste treatment and disposal and more.

The plant consists of three separate operating plants including Plant 1 (built in 1925), Plant 2 (built in 1954) and Plant 3 (built in 1975). Plant 3 is the largest of the three with a capacity of 90.9 million litres per day. Plant 3, including the low lift pumping station, has been operating for over 45 years without upgrades. This project will repair and improve the facility to ensure it is in a good state.

The scope of the project includes upgrades to meet municipal and industrial standards in the following areas:

• Process
• Architecture
• Structure
• Building mechanical
• Electrical
• Instrumentation and controls
• Civil works

Plant 3 will get a new superstructure, which will make it easier to operate and maintain. It will also help manage roof drainage and ensure a consistent architectural look across all three plants.

The DeCew Water Treatment Plant - Plant 3 upgrades will be completed in phases under two contracts:

Contract 1 - State of good repair upgrades associated with filtration process.

Contract 2 - State of good repair upgrades for remaining process treatment areas including low lift pumping station and construction of the new superstructure.
