Victoria Avenue Sewage Pumping Station and Forcemain Upgrades

About the project

The Victoria Avenue Sewage Pumping Station is owned and run by Niagara Region and is located at 3450 QEW South Service Rd. in Lincoln. It services an area of about 495 hectares for nearby residents and businesses.

The station was built in 1978 and underwent significant upgrades in 2014. A capacity upgrade is now needed to support local growth. During the 2014 upgrade, 1.8 kilometres of forcemain was replaced to meet the current demand. The remaining 3.8 kilometres now need replacement.

Construction will include a 3.8 kilometre long forcemain replacement along the QEW South Service Road. This will run from near Maple Grove Road to Bartlett Road.

The scope of work includes:

  • 3.8 kilometres of new forcemain
  • Creekbank gabion wall repairs
  • A new linear hydrogen sulphide monitor
  • A new overflow monitoring device

Project update

The new sewage pumping station and sanitary forcemain are expected to start construction in spring 2026 and continue through winter 2026. Construction documents have been submitted for engineering approval.

Construction information

  • Construction duration

    Construction is scheduled to begin in spring 2026 and continue until winter 2026.

  • Service interruptions to water, wastewater or power and gas supply

    No service interruptions are planned. If service interruptions are needed, we will notify affected parties at least 48 hours in advance.

  • Access to homes or businesses during construction

    There will be access to homes and businesses along the roadway. At times, construction may block driveways for a short period. Residents will be notified of this in advance and accommodations can be arranged as needed. If you have any concerns about not having access during construction, contact the project team.

  • Walking through the construction site

    The public can pass through the area but it is recommended to reduce any non-essential activities in the construction area. Use extra caution when entering the area, read and obey all warning signs, avoid heavy equipment and stay visible to all workers and vehicles.

  • Garbage and recycling collection during construction

    There will be no changes to garbage, recycling and organics collection during construction. If needed, the contractor will carry bins to a more accessible location and return once emptied. Residents should label their bins to ensure they are not misplaced.

Local Impacts

Wastewater services

Wastewater collection services to remain operational throughout construction.

Traffic

During forcemain construction, access to some driveways may be limited for a short time. On-site staff will provide notice and arrange accommodations ahead of time. Traffic may be affected by lane closures, but efforts will be made to reduce their frequency and duration. Alternate routes around the construction area will be posted.

Updates to traffic impacts will be shared with residents throughout construction.

Inspections

Inspection notices from dBA Services Inc. will be given to properties within a set distance from construction activities. Niagara Region recommends residents allow dBA Services staff access to their property for this survey.
