About the project
The Haney Street and 709-725 King St. project is an affordable housing initiative led by Niagara Regional Housing to address urgent housing needs in Port Colborne.
The project involves demolishing five existing Niagara Regional Housing townhouses at 709 King St. The property will be merged with two neighbouring properties: the closed Haney Street road allowance and 725 King St.
The proposed development will include a five- or six-storey mixed-use apartment building. It will provide about 40 to 50 affordable rental residential units and space for a licensed day care operation. The building will be owned and operated by Niagara Regional Housing. The day care space on the ground floor will be leased to a third-party licensed child care provider.
All residential units will cater to low- and moderate-income households through rent-geared-to-income housing, where households pay no more than 30 per cent of their income toward rent.
This project is part of Niagara Region's Consolidated Housing Master Plan: Implementation Plan. It will feature energy-efficient design and accessibility elements.

City of Port Colborne and Niagara Regional Housing execute a memorandum of understanding to partner on an affordable housing project involving the subject properties
2023 to 2025 - Completed
City of Port Colborne and Niagara Regional Housing coordinate and complete Phase 1 and Phase 2 environmental site assessments of all subject properties to evaluate soil and groundwater conditions
Spring 2025 - Completed
Regional Council approves the Consolidated Housing Master Plan: Implementation Plan, which identifies the Haney Street and 709-725 King St. project as a priority
Summer and fall 2025 - Completed
City of Port Colborne purchases and demolishes the dwelling at 725 King St. to support the project. This creates more land to help meet project needs, including tenant parking, emergency vehicle access and waste collection.
Winter 2026 - Completed
Niagara Regional Housing issues and awards a tender to demolish its townhouse units at 709 King St. and the broader site remediation work across all subject properties
Spring 2026 - Completed
City of Port Colborne and Niagara Regional Housing hold a pre-consultation meeting for the project.
Niagara Regional Housing demolishes its townhouse units at 709 King St. and starts site remediation work.
City of Port Colborne and Niagara Regional Housing renew their memorandum of understanding and transfer City-owned lands to Niagara Regional Housing.
Summer 2026
Niagara Regional Housing prepares and submits Planning Act applications to the City of Port Colborne to amend land use permissions so the project can continue as planned
Late 2026 / early 2027
Niagara Regional Housing completes site remediation efforts and files a Record of Site Condition with the Ministry of the Environment, Conservation and Parks

Construction work may cause some noise and dust on site.
Minor traffic disruptions may happen when crews complete work at the road to connect services to the site. These disruptions will be short and will typically last one day.
