About the project
Formerly a Niagara Regional Police Service building, 68 Church St. is a three-storey building scheduled for demolition in spring and summer 2026.
The main entrance is at the corner of Church Street and Carlisle Street. Demolition is set to begin in late March 2026.
Once demolished, the intent is to sell the lands and direct the proceeds to affordable housing elsewhere. The vacant land will also provide opportunities for a mixed-use development including housing to enhance the vibrancy of downtown.

Proposed Development Concept
On Oct. 21, 2024, the City of St. Catharines approved Official Plan and Zoning By-law Amendments for 68 Church St. to facilitate a mixed-use redevelopment of the site.
The development concept provides for:
- A 27-storey building at the south-east corner of the site at the intersection of King Street and Carlisle Street
- A 12-storey building at the north-west corner of the site at the intersection of Church Street and Carlisle Street
- A four-storey building that extends north-east fronting on Academy Street
- A proposed central open space along the Carlisle Street frontage
The concept contains a total of 305 residential units, 4,620 square metres of commercial space, 162 underground parking spaces and 40 bicycle parking spaces.
