Canada-Wide Early Learning and Child Care System

The Canada-Wide Early Learning and Child Care System aims to make child care more affordable for families and increase compensation for eligible child care staff.

What this means for families

Base licensed child care fees are to decrease to an average of $10 per day for participating licensed child care programs. This is through a phased approach done by:

  • Reducing base licensed child care fees on average by 25 per cent in 2022 for children under the age of six, retroactive to April 1, 2022
  • Reducing base licensed child care fees on average by 37 per cent, effective Dec. 31, 2022
  • Expecting decrease to base licensed child care fees to an average of $10 per day by September 2025

Programs for children six to 12 years of age, camps and authorized recreation programs are ineligible to participate in the Canada-Wide Early Learning and Child Care System.

Licensed child care providers who choose not to participate in the Canada-Wide Early Learning and Child Care System will not receive Canada-Wide Early Learning and Child Care funding. They can continue to set their own fees and do not need to offer any refunds or reductions in fees.
