About the project

In response to identified safety and operational concerns, Niagara Region has initiated a Municipal Class Environmental Assessment Study for alignment and intersection improvements in the area of Thirty Road (Regional Road 14) and Young Street in West Lincoln.

The main function of Thirty Road is to move traffic from Queen Elizabeth Way in the north to Smithville in the south. Based on Regional records, frequent collisions occur along Thirty Road and at the intersection with Young Street. The study area includes up to 600 meters in each direction of the intersection and 1000 meters on north.

As part of this Environmental Assessment study, the project team will:

  • Assess / confirm the need and justification for potential improvements to the intersection of Thirty Road and Young Street, and a possible new road alignment improvement in the north of Thirty Road
  • Apply Complete Streets principles in plans and designs to accommodate users of all ages and abilities
  • Develop and evaluate a range of alternative solutions and alternative design concepts to support transportation needs, while also considering potential impacts on the natural, socio-economic, and cultural environment
  • Develop a preliminary design to carry forward into the next project phases, and include applicable mitigation measures to address anticipated environmental impacts
  • Consult and engage with the general public, Indigenous Nations, and other stakeholders to allow public input throughout the study process and ensure active involvement in developing the recommendations
  • Document the planning and decision-making processes, including the project rationale, and planning, design and consultation activities for public review and comment

September 2022 - Completed
Environmental Assessment commences

Late 2023
Environmental Assessment completion including all required review periods and approvals

Separate assignment takes place for the detailed design and implementation of any recommended improvements
