Notice of commencement: Grimsby (Baker Road) Wastewater Treatment Plant capacity expansion in Grimsby
Niagara Region has started a Municipal Class Environmental Assessment for the expansion of the Grimsby (Baker Road) Wastewater Treatment Plant to service future growth. The plant is at 160 Lake St. in Grimsby and receives influent wastewater from Grimsby, Lincoln and West Lincoln.
The proposed study area is on Niagara Region property surrounding the existing plant.
The plant’s capacity is insufficient to meet the area demands anticipated by 2051. The 2021 Water and Wastewater Master Servicing Plan Update recommends adding capacity to support the expected growth.
Preferred servicing solutions will contribute to the wastewater system’s long-term sustainability. It will address immediate needs, intermediate goals and long-term growth.
The preferred solutions will:
- Follow applicable regulations to provide adequate wastewater treatment
- Follow the recommendations from the 2021 Water and Wastewater Master Servicing Plan Update
- Consider interested parties and rightsholder comments and concerns
- Be financially viable
- Be technically feasible and operationally sustainable
- Be socially and environmentally responsible

This project is being completed as a Schedule “C” project under the Municipal Class Environmental Assessment approved under the Ontario Environmental Assessment Act. The study will address the requirements of Phases 1 to 4 of the Municipal Class Environmental Assessment process.
Consultation with the public, Indigenous Communities, regulator agencies and stakeholder groups is a key part of the study. Two Public Information Centres will be held to gather input on potential alternative solutions and designs. They will provide an opportunity to discuss concerns and issues with the project team.
