Notice of completion for environmental assessment of Main Street, Lock Street, Lakeport Road (Regional Road 87) in St. Catharines

Niagara Region and through their consultant Associated Engineering (Ont.) Ltd., has undertaken a Municipal Class Environmental Assessment for the Regional Road 87 reconstruction in St. Catharines. The study area includes (Main Street, Lock Street and Lakeport Road (Regional Road 87) between Verdun Avenue and Ontario Street (Regional Road 42).

As part of the Class Environmental Assessment process, the needs and opportunities along Regional Road 87 have been identified, existing conditions have been documented and alternative concepts have been developed and evaluated. Improvement alternatives were developed and evaluated with consideration of the Region’s Transportation Master Plan, including Active Transportation and Complete Streets, and consideration of public and stakeholder comments received throughout the study process.

Process

In accordance with the Municipal Engineers Association’s Municipal Class Environmental Assessment, this study has been completed as a Schedule B project. The study process included public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts.

Two public information centres were held in May 2019 and April 2021 as part of the process to gather information and present the study’s alternative solutions which are documented in a Project File Report.

Project File Report

The Project File Report has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered.

By this notice, the Project File Report is being placed on public record for a 30-calendar day review period starting Sept. 27, 2021 and ending Oct. 26, 2021 in accordance with the requirements of the Municipal Class Environmental Assessment process. Comments

Written comments or questions may be provided to Niagara Region’s Project Manager, Graeme Guthrie on or before Oct. 20, 2021. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Request should include the requester contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. The request should be sent in writing or by email to:
