Decew Falls Water Treatment Plant Spillway Rehabilitation in the City of Thorold

Sealed tenders, plainly marked as to contents, will be received by Niagara Region Corporate Services, Campbell West, 1815 Sir Isaac Brock Way, Thorold, ON, until 2 p.m. local time.

This contract is for the supply of all labour, equipment, and materials required to complete the deck replacement of the Decew Falls WTP Spillway. The project scope of work includes the following:

  • Install cofferdam and water channelization on the spillway/slide
  • Remove the existing wood deck
  • Perform ground improvements below the deck
  • Construct a new Cast-in-Place toe wall
  • Install ArmorFlex Class 40-T mattresses
  • Remove cofferdam and channelization

Bidders are invited to attend an optional non-mandatory pre-bid site meeting Tuesday, April 11, 2017 at 10 a.m. The location is 2700 Decew Rd., St. Catharines, ON.

This contract utilizes the "Niagara Peninsula Standard Contract Document" (Revision 17) which forms the specification documents. The "Standard Document," excepting the "Special Instructions to Bidders, Form of Tender, and Supplementary Special Provisions," which are formatted for each project individually, is available online in the "Tenders" section of the Niagara Region website (

Plans, Specifications, and Form of Tender may be obtained from Niagara Region Corporate Services, Campbell West, 1815 Sir Isaac Brock Way, Thorold, ON. A non-refundable payment in the amount of $50, reflecting part of the cost of document preparation, will be required for each set of tender documents taken. Tender documents will be available for pick-up after noon on Tuesday, April 4, 2017. Plans and specifications may be viewed without charge, but not removed, at the major construction association offices.

All tenders must be accompanied by a tender deposit in the amount of $50,000.

Tenders will be publicly opened at 2:15 p.m. at Campbell West, 1815 Sir Isaac Brock Way, Thorold. The lowest or any tender will not necessarily be accepted.
