Regional Municipality of Niagara South Side Low Lift Sewage Pumping Station Upgrades City of Niagara Falls

Sealed tenders, plainly marked as to contents, will be received by the Manager of Purchasing Services, The Regional Municipality of Niagara, Campbell West, 1815 Sir Isaac Brock Way, Thorold, ON until 2 p.m. local time on: Tuesday, April 11, 2017

The work to be carried out under this contract consists of, but is not limited to:

  • Removal of existing and installation of new pumps, motors, piping, valves and associated appurtenances.
  • Building modifications including new sloped roof and new electrical room to house new MCCs, VFDs, and a new PLC. The room will have a new separate entrance, ventilation system and lighting.
  • Removal and replacement of all electrical lighting in pump station to meet current code classification.
  • Removal and replacement of all electrical equipment in dry well to meet current code classification.
  • Replacement of the existing supply and exhaust fans for the dry well and wet well and associated duct work.
  • Installation of a new odour control system for the wet well of the pump station.
  • Remove and replace the existing dry well electrical heating equipment
  • Providing a new transformer to supply power to the larger pump motors and other electrical loads in the facility.
  • Removal of the existing diesel powered generator and supply and installation of a larger 1250 kW diesel generator in the existing building including all the changes necessary to accommodate new generator. Providing a new outdoor fuel tank, and a new free standing stack outside the generator building.
  • Restoration of all disturbed areas.
  • Construction of a new asphalt access road to the existing CSO storage tank
  • Site grading and landscaping
  • Commissioning and performance testing of all equipment supplied and installed under this contract.

A non-mandatory pre-bid site visit has been scheduled for bidders at 10 a.m. sharp local time, on Monday, March 27, 2017 at South Side Low Lift SPS, 4414 Chippawa Pkwy., Niagara Falls. Bidder's shall note that no other access to the site will be permitted until the time of construction. As such, Bidders are invited to attend an optional non-mandatory pre-bid site meeting, where access to the site will be permitted. Bidders will be required to sign an attendance sheet confirming their attendance at the site meeting.

This contract utilizes the "Niagara Peninsula Standard Contract Document" (Revision 17) which forms the specification documents excepting the "Special Instruction to Bidders, Form of Tender, and Supplementary Special Provisions". The "Standard Document" is available on the Internet in the "Tenders" section of the Niagara Region website (

Plans, Specifications, and Form of Tender may be obtained from the Corporate Services Department, 1815 Sir Isaac Brock Way, Thorold, ON. A non-refundable payment in the amount of $200.00, reflecting part of the cost of document preparation, will be required for each set of tender documents taken. Tender documents will be available for pick up on Monday, March 20, 2017. Plans and specifications may be viewed without charge, but not removed, at the major construction association offices.

Bidders are encouraged to collect the contract documents as soon as possible, as we do not anticipate any extension of the closing date beyond April 11, 2017.

All tenders must be accompanied by a tender deposit in the amount of $250,000.

Tenders will be publicly opened at 2:15 p.m. at 1815 Sir Isaac Brock Way, Thorold. The lowest or any tender will not necessarily be accepted.
