Our business licensing by-laws are for taxi cabs, transportation network companies, shuttles, sightseeing vehicles, specialized transport, medical transport, tow trucks, second-hand shops, and salvage and auto wrecking yards.

To ensure public safety and high-quality customer service while balancing support for industry operations, we need input from both stakeholder groups.

Suggested By-law Changes

The following is an overview of suggested changes to modernize our existing by-law. We are now seeking your input in order to ensure these revisions.

  • Taxi / transportation network company

    Process improvements

    • Eliminate difficulties with plate process by removing waitlist and ensuring enough plates are available
    • Remove restrictions for payment options

    Operational changes

    • Proof of training for drivers
    • Broker sustainability of business with best practices
    • Make sure accessible taxis are available to customers
    • Market saturation avoidance while allowing for free enterprise
    • Proper vehicle identification
    • How taxis and transportation network companies can take customers
    • Consistent service standards Region-wide

    Eligibility / compliance requirements

    • Safe and qualified drivers
    • Safe vehicles
    • Drivers and brokers have proper insurance
    • Drivers and brokers have proper licences and certifications
  • Specialty vehicles

    Process improvements

    • Remove restrictions for payment options
    • One licence allows drivers to operate all specialty vehicles

    Operational changes

    • Reduce minimum fare requirement
    • Proof of training for drivers
    • Market saturation avoidance while allowing for free enterprise

    Operational changes

    • Ensure safe and secure storage of towed vehicles
    • Improve tow rotation process

    • Schedule of goods to classify items ensuring all market items are included
