About the project
Niagara Region has completed a Schedule C Municipal Class Environmental Assessment, including a detailed transportation assessment, and detailed design and contract document preparation for Montrose Road (Regional Road 98) and Lyons Creek Road (Regional Road 47) / Biggar Road in Niagara Falls. This project is in partnership with the City of Niagara Falls.
The scope of work involves road widening from two to four lanes. This would support the planned South Niagara Hospital and growth in the area. This project also includes works related to road widening and growth such as installing municipal services and modifying intersections. It also provides for improvements to safety, drainage, culverts and landscaping.
The purpose of the study was to examine rehabilitation and improvement needs for suitable transportation and municipal infrastructure. This will service the planned South Niagara Hospital site and address the need for these roads as identified by the Region's Transportation Master Plan. The study considered:
- Geometric and intersection improvements
- Additional lanes
- Access management
- Active transportation

Install Biggar Road storm and sanitary sewers and start granular road base construction. Cut and fill Montrose Road and Lyons Creek Road platforms to the proposed grades. Activate temporary traffic signals and remove existing ones.
July 2023 - completed
Continue construction of granular road base on Biggar Road. Start installation of municipal servicing, watermain and sewers on Montrose Road.
August 2023 - completed
Finish installing municipal services
September 2023 - completed
Install concrete box culverts on Montrose Road at Reixinger Road. Pave base asphalt on Biggar Road.
October 2023 completed
Construct city sewers through the Montrose Road and Biggar Road intersection. Install a box culvert at Grassy Brook Road. Start paving asphalt on Montrose Road.
November 2023 - completed
Continue asphalt paving on Montrose Road and Lyons Creek Road. Install new signalized intersections.
December 2023 - completed
Pause road reconstruction for winter. Continue relocation of third party utilities, weather dependent.
June 2024 - completed
Construct multi-use path, concrete sidewalks and median island infill. Start final grading of boulevards and landscape restoration.
July 2024 - completed
Restore disturbed landscaping areas such as sodding or seeding. Pave surface course asphalt. Activate traffic signals at entrances to future South Niagara Hospital.
August 2024 - Completed
Complete Phase 1 - Stage 1 construction
