Notice of Public Information Centre #2 for Ontario Street in St. Catharines

Niagara Region, through their consultant Parsons Inc., has initiated a Municipal Class Environmental Assessment Study to examine rehabilitation and improvement needs for Ontario Street (Regional Road 42), in the City of St. Catharines.

The study will identify alternative solutions and design concepts in accordance with the Region’s Transportation Master Plan and consider the City of St. Catharines’ updated Master Servicing Strategy. The corridor recommendations will consider traffic capacity and intersection improvements, road safety, pavement condition, access management and active transportation. 

The study area extends from Linwell Road to Welland Avenue / Fourth Avenue (Regional Road 77) and along Carlton Street (Regional Road 83) easterly to Haig Street, as shown in the key plan on the right.

Process

Niagara Region has planned this project according to Ontario’s Environmental Assessment Act, under Schedule ‘C’ of the Municipal Engineer’s Association’s Municipal Class Environmental Assessment (2023).

The study will address the requirements of Phases 1 to 4 of the Municipal Class Environmental Assessment process.

Consultation with the public, Indigenous Communities, regulatory agencies and other interested parties is important to the study.

To facilitate this, three Public Information Centres are planned to gather input on potential alternative solutions and designs and provide an opportunity to discuss concerns and issues with the project team. Public Information Centre #1 was held on April 16, 2024.

Public Information Centre #2

Public Information Centre #2 will be held in-person and will provide information about Phase 2 of the Municipal Class Environmental Assessment process, background information on the study, a summary of feedback received from Public Information Centre #1 and the carried forward alternative planning solution.

There will be a presentation at 5:30 p.m., but those interested may drop in anytime from 5 - 7 p.m. Materials will also be available on the project web page.

This notice is separate from the Pre-construction Notice issued on Oct. 29, 2025, regarding the scheduled resurfacing of Ontario Street from Carlton Street (Regional Road 83) to the QEW, under Contract No. 2025-T-25, anticipated to begin in mid-November 2025.
