Notice of Completion: King Street (Regional Road 81) Environmental Assessment for road and drainage improvements

​Niagara Region, with Kerry T. Howe Engineering, under R.V. Anderson Associates, has completed a Municipal Class Environmental Assessment for the King Street (Regional Road 81) road and drainage improvements. The study area extends between Greenlane and Lincoln Avenue in Lincoln.
 
The purpose was to find alternative solutions and designs. It also was to get the necessary approvals to undertake detailed design and construction of suitable transportation infrastructure to the current roadway condition and drainage improvements along the corridor.
 
The study defines the problem, identifies and evaluates alternative solutions, and develops a preferred design for the corridor. This is in consultation with adjacent property owners, regulatory agencies, Indigenous communities, members of the local business community and the public. The solution and design were based on an evaluation of traffic operations and safety, transit and active transportation considerations, natural environment impacts, land use implications and costs.
 
Process
 
The study was done under the planning and design process for Schedule B projects as outlined in the Municipal Class Environmental Assessment. This is approved under the Ontario Environmental Assessment Act.
 
The Environmental Study Report documents the planning, public consultation and decision-making process. The report is available on the King Street (Regional Road 81) from Durham Road to Lincoln Avenue project page for a 30-day review period from Nov. 21 to Dec. 23.
 
Two Public Information Centres were held on Nov. 29, 2017, and Sept. 6, 2023, as part of the process. This was to gather information and present the study’s alternative solutions, which are documented in the report.

All comments and concerns should be sent directly to the project manager and consultant project manager by Dec. 23, 2024. Section 16 order
 
In addition, a request may be made to the Ministry of Environment, Conservation and Parks for an order requiring a higher level of study (requiring an individual / comprehensive Environmental Assessment approval before being able to proceed), or that conditions be imposed (for example, require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name for the Ministry.
 
Requests should specify what kind of order is being requested (a request for additional conditions or a request for an individual / comprehensive environmental assessment), how an order may prevent, mitigate or remedy those potential adverse impacts and any information in support of the statements in the request. This will ensure that the ministry can efficiently begin reviewing the request. The request should be sent by Dec. 23, 2024, in writing or by email to both the following contacts and the project team contacts.
