Notice of construction: Victoria Avenue Sewage Pumping Station and forcemain upgrades in Lincoln
Niagara Region is proceeding with upgrades to the Victoria Avenue Sewage Pumping Station and forcemain at 3450 South Service Rd. in Lincoln. The upgrades to the existing infrastructure will support development planned for this area.
The pumping station upgrades include erosion control to the neighbouring creek bank and installing additional flow monitoring equipment. Construction on the forcemain will replace 3.8 kilometres that run between Maple Grove Road and Cherry Avenue, continuing to Bartlett Road in Beamsville.
Project status
Heavy construction is expected to start in July 2026 and continue until winter 2026. Construction along the roadway to install the new forcemain will impact traffic and is expected to continue throughout the construction period. Some work will take place at the Victoria Sewage Pumping Station, but this is not expected to cause ongoing traffic impacts.
What to expect
- No planned service interruptions to water, wastewater, electricity or gas are expected. Affected properties will be notified at least 48 hours in advance of any planned interruptions.
- Public access to homes and businesses will be maintained throughout construction, as will regular garbage and recycling collection
- Reduce non-essential travel in the construction area where possible. Use extra caution when entering the area, obey all warning signs, avoid heavy equipment and stay visible to workers and vehicles.
- There will be no changes to garbage, recycling and organic collection due to the construction. If needed, the contractor will carry bins to a more accessible location and return them once emptied. Residents should label their bins to ensure they are not misplaced.
- During excavation and backfilling, there may be noticeable ground vibration, noise and dust in surrounding areas. The use of vibration equipment is standard and necessary to ensure proper ground compaction and structural stability. While efforts will be made to minimize disruptions, some temporary inconvenience is expected.
Traffic impacts
During forcemain construction, moving lane closures are expected and may result in traffic delays. Local residents and emergency vehicles will have access at all times. Portable temporary traffic signals will be used throughout construction and will move as work progresses to help reduce delays and traffic impacts.
In some cases, construction may temporarily block driveways for a short period. Residents will be notified in advance and accommodations will be arranged as needed.
