Summary

Reporting to the Senior Planner - Development, the Development Planner is responsible for all aspects of the review of development applications, including: research, analysis, field investigations, preparation and participation in pre-consultation meetings, consideration of alternative solutions, provision of advice to local municipalities and stakeholders/clients, formulation of written comments and recommendations, as well as consistent application of regional and provincial policies, plans, guidelines/standards and legislation. 

 

Responsibilities

Reviews and processes development applications including
  • Researches and analyzes planning issues and development applications, identifying anomalies, issues and conflicts, based on: current legislation including the Planning Act and regulations, Provincial and Regional Plans and policies (such as the Greenbelt Plan, Niagara Escarpment Plan, Places to Grow, NPCA policy and regulation), guidelines (such as, MOE Noise, MDS, MOE D-Series and MTCS Archeology).
  • Work with the Local Area Municipalities, applicants, NPCA, other regional divisions/departments and other stakeholders determining and considering alternatives to resolve issues
  • Conducts field investigations to support and supplement research activities.
  • Documents findings, prepares comments and reports and makes recommendations on tactics/strategies to be undertaken.
  • Completes work within strictly monitored and legislated timelines
  • Remains current on new techniques, issues and legislation affecting community development, providing advice and recommendations on strategies.

  • Prepares for and participates in pre-consultation meetings.
    • Represents the Planning and Development Services Department at meetings with consultants, applicants/clients, local municipalities, Provincial Ministries and other agencies on planning matters.
    • Provides consultation and advice on development related matters
    • Determines and advises on Regional development review fees, applicable incentive programs and the requirement for studies with scoping where feasible.

    Assists senior staff with preparation and review of projects, policies and planning studies.
    • Reviews regional and provincial application policies, plans, guidelines/standards and legislation, identifying areas for improvement/modifications and providing recommendations to Senior Planner and Management Team.
    • Conducts additional research as required. 
    • Presents expert planning evidence at OMB hearings and other types of tribunals on routine planning matters.

    Maintains data and information file systems on all development proposals and applications.
    • Ensures all data related to development applications and environmental assessments is entered into the iDarts system and up to date including all legislated documentation such as Notices of Approval and Commencement of EA studies
    • Provides information and advice to the public and outside agencies as requested.

    Researches planning activities and informs senior staff of applications and trends which could have important planning implications for the Region, such as Ontario Municipal Board decisions giving direction on provincial policy and impacting development applications.

    Knowledge

    • At least 3 years of practical planning experience dealing with policy and development.
    • Candidate Membership in both the Canadian Institute of Planners and the Ontario Professional Planners Institute (OPPI).
    • Working knowledge of the Planning Act and Regulations, Provincial policies, plans and guidelines, Regional Official Plan, Growth Management, infrastructure planning and environmental assessments and Local planning policies.
    • Knowledge of project management norms and practices.
    • Computer applications experience with MS Office (Word, Excel, Access, and Power Point), application tracking systems (e.g. iDarts, AMANDA), MS Outlook and GIS based mapping systems (e.g. Niagara Atlas).
    • Full membership in the Canadian Institute of Planners in good standing preferred.
    • Registered Professional Planner (RPP) accreditation in good standing preferred.
    • Qualified as an expert in planning to provide independent professional opinion before tribunals such as the Ontario Municipal Board preferred.
    • Computer applications experience with MS Project or other project tracking systems preferred.

    Education

    • 4 year post-secondary degree in Planning from a Canadian Institute of Planning (CIP) accredited planning program or a 4 year degree in a planning related subject and a Master’s degree in Planning from a CIP accredited planning program.

    Special Requirements

    • Must be able to build relationships and trust with regional staff, clients, LAMS and other stakeholders
    • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
