Planning and Development Services

The Provincial Growth Plan requires that Niagara Region plan to accommodate 610,000 people and 265,000 jobs by 2041. Proactive planning will play a central role in helping us ensure that the forecasted growth in Niagara over the next 25 years is developed to help make our cities livable and communities complete.

Planning and Development Services makes recommendations, guides and regulates community development in Niagara to ensure future development is sustainable, healthy, economical, and supports prosperity.

  • Community and Long Range Planning

    Community and Long Range Planning identifies where and how growth should occur and is responsible for:

    • Urban growth management and preparing the new Regional Official Plan
    • Alignment with provincial plans and policies
    • Local Official Plan and zoning by-law review
    • District plans and strategic planning projects
    • Administering incentive programs
    • Rural and long range planning projects
    • Urban design policies and guidelines
    • Stakeholder consultation

    Niagara Region reviews and approves development applications submitted under the Planning Act and is responsible for ensuring that provincial planning regulations and regional interests are protected through the Regional Official Plan.   • Infrastructure Planning and Development Engineering

    Infrastructure Planning and Development Engineering provides strategic planning to support growth management, land use planning and development, and private servicing / septic review and approval. The division is responsible for:

    • Growth infrastructure and capacity planning
    • Water and wastewater master planning
    • Approvals and review of private sewage systems regulation
    • Infrastructure improvements associated with development, including legal agreements
    • Review of transportation impact studies and stormwater management studies of regional interest
